The origins of the UCE Enforcers began before either the team or the United Canadian Empire officially existed. During the 2000 Soltan War, Canadian Special Forces commander Jacques Chanteau developed a reputation for unpredictable tactics that repeatedly produced victories despite extraordinary risks. Malcolm McGuiness became the officer most capable of translating Chanteau’s unconventional ideas into workable military operations. Where Chanteau supplied audacity, McGuiness supplied structure, logistics, timing, and command discipline.

The war profoundly changed both men. Chanteau emerged convinced that Canada’s civilian government and conventional military hierarchy were incapable of protecting the country against technologically superior or super-powered enemies.

​

McGuiness became increasingly devoted to Chanteau, viewing him as the leader who had saved their troops and accomplished what more cautious commanders considered impossible.

​

Between 2001 and 2004, Chanteau and McGuiness quietly built a network of loyal soldiers, logisticians, intelligence personnel, and technical specialists. Equipment was hidden, fallback routes were prepared, and personnel were identified who might follow Chanteau if his conflict with the Canadian government became irreconcilable.

​

That confrontation came in 2005. After Chanteau was forcibly retired and arrested, McGuiness organized the operation that freed him from military detention. More than 200 soldiers abandoned their posts, seized equipment and supplies, and withdrew to Wolfe Island, Ontario. These defectors became known as the Imperial Two Hundred.

​

Once established on Wolfe Island, Chanteau proclaimed the formation of the United Canadian Empire and assumed the title Emperor North. McGuiness was appointed Enforcer Alpha I and became the first Executor of the Crown. The earliest UCE Enforcers developed around his command as an elite force responsible for the most dangerous operations required to secure the emerging state.

During the consolidation of Wolfe Island, the Enforcers protected Emperor North, seized strategic facilities, suppressed armed opposition, conducted raids for technology and supplies, and countered attempts to penetrate the new regime. As the Empire acquired metahumans, altered individuals, advanced weapons, and unusual specialists, the Enforcers evolved beyond their military origins. Membership no longer depended upon rank or conventional service. It depended upon whether an individual possessed abilities the Crown considered uniquely valuable.

Doctor Phlebotinum became essential to that transformation. His armor, weapons, medical systems, communications technology, robotics, and specialized countermeasures allowed the Enforcers to operate against opponents who would overwhelm ordinary troops. The team became increasingly integrated with the UCE’s developing Redcoat and Cybersentinel programs while remaining organizationally separate from both.

​

The Enforcers achieved their greatest early victory during Operation IRON LANTERN in 2008. When Canadian forces, supported by limited American assistance, attempted to retake Wolfe Island, Alpha I coordinated Enforcer deployments with concealed shoreline weapons, hardened defenses, electronic warfare, mines, conventional troops, and the original Alpha Network. The assault failed, and the Siege of Wolfe Island became the foundational military victory of the United Canadian Empire.

The victory also produced dangerous overconfidence. Emperor North concluded that the Empire’s preparation, technology, and exceptional operatives had made it strategically untouchable. Over the next several years, the Enforcer program expanded as North prepared for a far more ambitious campaign.

​

Operation: Gambit was designed to seize Connecticut, Rhode Island, Massachusetts, Vermont, New Hampshire, and Maine and transform them into a UCE-controlled territory called New Canada. The Enforcers were assigned to attacks against communications, military facilities, strategic infrastructure, government leadership, metahuman opposition, and weapons-of-mass-destruction sites. Redcoats, Cybersentinels, conventional UCE troops, electronic warfare, false emergency broadcasts, and anti-metahuman systems supported their operations.

The campaign began in February 2012. For approximately 30 hours, the UCE attempted to paralyze New England, isolate legitimate authorities, detain potential resistance, and use a distributed WMD network to force submission. The operation began to collapse after resistance forces identified the deliberately preserved Gambit Relay Network that connected the UCE’s strategic control system. Coordinated attacks destroyed its critical connections in approximately four seconds, removing the Empire’s reliable ability to control the WMD network remotely.

​

Alpha I activated Plan B and ordered surviving UCE forces to secure remaining weapon sites and strategic positions. The Enforcers became separated across a rapidly deteriorating theater as communications failed, local resistance intensified, and UCE formations were defeated, isolated, forced to withdraw, or compelled to surrender.

​

Badly wounded and facing capture, Malcolm McGuiness used his own weapon to end his life. He was not killed by Captain Connecticut, the Yankee Minutemen, or another American combatant. His death deprived the Empire of its founding Executor at the moment Emperor North’s greatest military operation collapsed.

​

The crisis deepened after the surviving UCE forces returned to Wolfe Island. A UCE soldier whose two sons had died during Operation: Gambit stabbed Emperor North through the heart. Doctor Phlebotinum saved the Emperor through an artificial cardiac and life-support system, but the state’s supreme leader was incapacitated and the original Enforcer command structure had been shattered.

​

Within approximately 48 hours of Alpha I’s death, Adrian Luc Mercier appeared in the armor of Enforcer Alpha II and began assuming operational control. He ordered McGuiness interred, stabilized the surviving Enforcers, secured sensitive facilities, reorganized communications, and prevented the Imperial military from fragmenting during the Emperor’s recovery.

​

Alpha II did not attempt to recreate Alpha I’s organization exactly as it had existed. He studied the defeat of Operation: Gambit and rebuilt the Enforcers around distributed command, compartmented intelligence, mission redundancy, specialist deployment, and controlled tactical autonomy. No single communications site, commander, or technological system would again be allowed to determine the survival of the entire organization.

​

The modern UCE Enforcers remain Emperor North’s most powerful operational force. They defend Wolfe Island, confront metahuman threats, conduct covert acquisitions, suppress exceptional internal dangers, recover strategic resources, and perform foreign missions too sensitive or dangerous for conventional deployment.

​

Operation: Gambit did not make the Enforcers less dangerous. It stripped away the belief that they could not lose.
