HISTORY

 

CANIS is a highly structured, profitable, world-wide crime organization. CANIS' reach stretches across every nation in the world.  Broken down into regional 'packs', CANIS deals with all forms of crime from pick-pocketing to nuclear weapons levels. 

 

Their network allows for members of CANIS to reap large amounts of money in short periods of time, thus drawing many to CANIS' packs without even trying to recruit them.  Although organizations such as GUARD, Interpol, Scotland Yard and Interpol know about them, CANIS has been elusive in catching them in the act.  It's believed that they have a structure that incorporates spies and informants amongst the world's justice systems, ensuring that CANIS knows if they would be raided or entrapped. The CANIS structure is highly organized, and with leadership changing all the time, the opportunity for pack members to move up in the ranks is also high. At last count, CANIS membership totaled over 11, 000 people world-wide.

Started over 80 years ago, CANIS initially emerged as dealers in stolen merchandise in Europe and has evolved into a world-wide criminal powerhouse.  As CANIS started acquiring ships and airplanes to move their stolen goods, they created Proles (youth/street gangs) that would move the merchandise for pennies on the dollar.  Most of the Proles eventually moved up in the CANIS ranks, some becoming Legates (Regional/National Pack Leaders).  Over time, their expansion interfered with other criminal groups, resulting in armed conflict, resulting in the creation of the 'Enforcement' half of CANIS.  Most of the time CANIS won the battles and the wars and absorbed the defeated criminals into their ranks. CANIS eventually reached the capability of corrupting powerful businessmen and women thus building more powerful networks, allowing for grander scales of criminal activity, such as businesses building, storing and/or aiding in shipping of illegal equipment and supplies, all of which earned CANIS and the corrupt businessmen and women a VERY healthy return in money.  As the CANIS structure got bigger, CANIS had to resort to regional leadership know as "Packs".

Recently, CANIS, co-led by Canis Major and Canis Prime, seem to have 'bitten off more than they can chew', as they are more in the spotlight of police and world justice systems, including superheroes, more than ever before.  CANIS now requires its own troops, including their merciless faction called "Omegas", to provide superhero-level protection to this powerful crime circuit's business ventures.

ORGANIZATIONAL STRUCTURE

 

TOP DOGS 

Co-Leaders. Both work together and share leadership and decision making. CANIS PRIME is focused on the business side of the cartel, while CANIS MAJOR is focused on the military/security/enforcement side of the cartel

Normally these positions are inherent from the Ultimus and Alpha positions, respectively, however, a Legate and/or a Beta may assume one of these positions by appointment/seniority upon unexpected death of the acting Prime and/or Major.

BUSINESS STRUCTURE 

This is the criminal cartel structure than involves a mafia-like structure associated in complex grouped rankings. Each level usually has its own set of Lieutenants, Capos and Consiglieres.

The 'Business' Side of the structure doesn't interact with the 'Enforcement' side of the structure directly; everything has to go through the chain.

Tribunes are allowed to work with Epsilons.

EMMISARY

Secretive internal AND external spy network.

Internally, they watch every level of the organization reporting to the Top Dogs in real-time.

Externally, they watch businesses, military & govt.

ENFORCEMENT STRUCTURE

This is the militant structure of the cartel that involves a regional enforcer operational chain of command and responsibility. Each level has its own Captains, Lieutenants, Sergeants and troops.

The 'Enforcement' side of the structure doesn't interact with the "Business" side of the structure directly; everything has to go through the chain of command.

Epsilons are allowed to work with Tribunes.

Trusted adviser to CANIS PRIME.

Ultimus Consuesor is an aide to the Ultimus.

 

The Ultimus is in charge of the business structure of the cartel. Organizes and meets with Legates.

Alpha is like a military General to CANIS MAJOR.

Beta is an aide/Deputy to Alpha.

Alpha is in charge of the enforcement structure of the cartel. Sends orders to Regional Gammas.

Regional business leader.  Intimately familiar with all regional operations.  May be corporate CEO or wealthy entrepreneur.  Recruited early into CANIS via their business careers. Started with white collar crimes.  Employs tribunes in their businesses. Legate Consuesor is their 2nd in command.

Gamma is like a military Colonel to Alpha/Beta.

Delta is an aide/Deputy to Gamma.

Gamma is in charge of the enforcement structure of their region. Sends orders to Epsilons.

Leader of criminal enterprises in Packs. Includes drugs, prostitution, extortion, money laundering, etc. Employs Socciis into their businesses. Tribune Consuesor is their 2nd in command. Lieutenants and associates form a Trbune's operational structure.

Epsilon is like a military Captain to Gamma/Delta.

Zeta is an aide/Deputy to Epsilon.

Epsilon is in charge of the enforcement structure of Pack sites and works with Tribunes as needed.

 

Sends orders to Troopers and Omegas.

Associates. They operate outside of CANIS but co-operate with Tribunes. May provide services such as accounting, free services, equipment information or provide corrupt police or politicians.

Socciis are watched VERY Closely.

Initiates. A new business associate that takes many years to become a member of a CANIS Pack.  Can be sponsored by one or more Socciis or Tribunes (whose loyalties are unquestionable).

 

An Initiare's initiation is usually an assassination of a disloyal member or other non-Canis competing business associate.  Answers to Soccii and Tribune Lieutenants.

 

Most work their way to Sociis.

Street gangs, small criminal enterprises, individuals with hacker/dark web skills, car thief racket, etc.

They provide services/stolen materials to the Initiare who sell/distribute them to CANIS.

This is the lowest level of being able to gain access to CANIS. Many 'wanna be' criminals use this as a stepping stone to become a famous crimnal.

Troopers make up the armed and militant side of the Enforcement structure. Most are ex-military, ex-police force or were highly recommended enforcers for Socciis, Initiares and even Proles.

Most have marksmanship skills and Martial Arts: Melee fighting skills at Proficient levels.

Omegas are used for definitive no-holds barred combat. They are used to 'end' fights vice start them. Omegas go in with the intent to kill. They would sooner shoot-up a park full of kids or fire bomb a veterans hospital than lose. They are a fear-based weapon in and out of CANIS.

ENFORCERS

Trained military soldiers for CANIS. Qualified in rifle, pistol, Martial Arts: Melee fighting, military vehicles and explosives.

SENTRIES

Used to guard or act as a sentry during an operation. Fodder. Qualified in rifle, pistol.

SPECIAL OPERATIONS

Perform unique operations such as electronics jamming, security specialists (to break through high level security systems), unique explosives/ charges, escape route creators/designers, special transportation services.

SUPPORT/MEDICAL

Provides repair services, engineers, mechanics, nurses, lab assistants, medical assistants, vehicle operators, pilots, boat/sub/ship crews.

MILITANT

Mercenaries, ex-military, ex-police, fanatic killers. They are professionals with rifles, explosives, military training and leadership.

STEALTH/SUPRESSION

Ex-Spec Ops personnel that can quietly go in and set explosives, bombs, plant evidence, steal evidence or set traps. Same skills as above plus stealth, communications and turret weapons.

RIOT-MAKERS

Thug-based masterminds that lead paid mobs into planned violent and destructive actions. Numbers and anger are their weapon.

AUTOMITONS

Led by a human operator who commands robots to perform direct killing attacks. Skills include those listed for Militant above plus robotics, engineering, communications and weapons knowledge. 

TROOPERS

 

DESCRIPTION

CANIS Troopers are a regimented, moderately trained security and enforcement employees. These troops were typical body armor against all but psionic and magic energies. Their helmets contains an encrypted communications and camera/video system as well as night vision goggles.

 

Their weapons vary from sidearms to rifles to maces to simply their fists. The average reason of any trooper is poor and most are recruited straight from prison or parolees. The are taught to work together, but there is little evidence of them routinely doing so unless they've been trained or led by quality leadership.

Most troops have at least one criminal skill (burglary, arson, theft, money laundering, sniper, etc.) and all know how to drive any and all ground vehicle transportation. They are known to use secret code words to identify themselves if their identity is in question of their alert status has been increased.

This is but ONE of hundreds of CANIS warehouses secretly located around the world.  These warehouses store thousands of stolen equipment, items, money, precious mentals, etc. Usually has around 2 dozen troopers, alphas, proles and an Omega or two on site.

MDUverse Info: CANIS was created back in 11 August 2013 by Don 'Major Deej' Finger and Sean Nunley. Sean provided an incredible organizational structure to the business side of the organization and details about moving up in this crime cartel. The Omega program was a combination of Don Finger, Sean Nunley and Eric Finger. In July 2020, the structure was cleaned up on the 'enforcement' side to accommodate a better integration with Sean's business side. CANIS has become one of the best 'catch all' villain groups in the MDU since they are worldwide, highly organized and their resources and defenses make for a formidable challenge even to superheroes.
