ORGANIZATION CHART
The Executive Branch is the command and governance center of GUARD. It manages agency policy, strategic planning, legal coordination, diplomatic relations, public affairs, and regional command oversight.

The Executive Leadership Council, led by the Chief of Staff, puts into action any and all command and governance orders and actions, including timely reporting of conditional, tactical and strategic status and information back to the Director of Guard and the Executive Director. This is a 'council' vice a 'command' due to the integration of World Court and World Security Council liaisons, who get veto power over Executive Leadership Council actions/pans if said actions/plans are deemed 'against World Court/World Security Council policies, authorizations or practices.

The Chief of Staff also has an indirect link to each Hemispheric Executive Command; a straight-line of obtaining information and status in a more timely method that through the council, of which the Chief of Staff cannot directly command or control, but can ensure visibility of what is happening in each of these two parts of the world at a moment's notice without getting embroiled in potential bureaucratic stalling or issues.
The Executive Division ensures that GUARD’s actions remain coordinated, lawful, internationally accountable, and aligned with its global mandate.
