STATISTICS

Mission

The Special Security & Internal Integrity Command, commonly known as SSIIC, exists to protect GUARD from the threats that cannot be solved by normal operations, ordinary security, or public-facing command structures.

SSIIC’s mission is to preserve GUARD’s integrity, security, accountability, and operational legitimacy by identifying internal compromise, investigating misconduct, overseeing restricted capabilities, and authorizing last-resort responses when ordinary command channels are insufficient, compromised, or too exposed to act safely.

​

SSIIC is not merely GUARD’s security division. It is GUARD’s institutional safeguard.

​

Its work centers on five core responsibilities:

​

  • Internal Integrity

    • Detects corruption, abuse of authority, misconduct, command negligence, illegal influence, and institutional drift.

  • Special Security

    • Protects GUARD’s most sensitive facilities, personnel, systems, evidence, prisoners, technologies, and classified operations.

  • Restricted Command Oversight

    • Supervises sensitive commands such as XGUARD and PSIGUARD, ensuring their powers remain controlled, lawful, and mission-justified.

  • Compromise Response

    • Responds when GUARD personnel, command structures, facilities, or systems may be infiltrated, coerced, corrupted, sabotaged, or cognitively compromised.

  • Director-Level Escalation

    • Provides the GUARD Director with an independent command pathway when normal divisions cannot safely investigate or respond to a threat.

SSIIC’s governing principle is direct:

No person, division, command, or mission is above the line.

Authority

SSIIC operates under delegated authority from the GUARD Director, with oversight connections to the World Security Council and the World Court where international law, sovereign conflict, civil rights, or extraordinary security powers are involved.

​

Unlike standard GUARD operational commands, SSIIC is not primarily designed to deploy public rescue teams, run conventional missions, or manage normal crisis response. Its authority exists because GUARD is too large, too powerful, and too globally significant to be trusted without an internal command capable of investigating, restraining, and correcting it.

​

SSIIC has authority to:

  • conduct internal integrity investigations

  • audit command decisions and operational conduct

  • investigate abuse of power, corruption, negligence, and coverups

  • review classified or restricted operations

  • oversee XGUARD deployments

  • oversee PSIGUARD cognitive-security activity

  • secure compromised facilities or divisions

  • suspend access to sensitive systems

  • recommend removal of compromised personnel

  • trigger Director-level review

  • request World Court or World Security Council oversight when required

  • initiate emergency containment protocols when GUARD itself may be at risk

SSIIC does not exist outside accountability. Its most sensitive actions are logged, reviewed, and subject to oversight depending on operational level. The command is deliberately powerful, but not free-floating.

In practical terms:

SSIIC can investigate anyone in GUARD, but SSIIC itself must also be reviewable.

​

That is why Commander Kenjiro Masuda treats every SSIIC action as both a security event and a legitimacy test.

Why SSIIC Exists

GUARD is a global organization with access to extraordinary personnel, weapons, aircraft, spacecraft, intelligence systems, medical technologies, metahuman assets, alien knowledge, portal operations, psionic capabilities, and emergency-response authority across national borders.

That level of capability creates a dangerous truth:

If GUARD becomes corrupt, compromised, careless, or arrogant, it becomes one of the greatest threats on Earth.

SSIIC exists because ordinary internal affairs is not enough for an organization like GUARD.

XGuard

XGuard is GUARD’s classified black-operations, counterintelligence, and special investigation arm. It reports directly to the Director and may bypass normal chains of command when internal compromise, espionage, or existential threat conditions are suspected.

​

Because of its authority, XGuard is subject to sealed oversight mechanisms through the Director, World Court, and World Security Council.

​

PsiGuard

PsiGuard handles psychic threats, mental manipulation, psi warfare, mental-energy incidents, and sensitive telepathic security concerns. Due to the ethical nature of its mission, PsiGuard sits under Special Security & Internal Integrity Command, with dotted-line oversight and support from Intelligence and Medical.

PsiGuard is not a routine personnel screening office. Its activities are tightly controlled, legally reviewed, and reserved for high-risk or authorized security conditions.

OPERATIONS

Integrity, Oversight, and Restricted Response

The Special Security & Internal Integrity Command operates where GUARD’s normal command systems require independent review, restricted authorization, or direct intervention. SSIIC does not replace standard GUARD operations; it exists to protect those operations from corruption, compromise, misuse, and mission drift.

SSIIC’s operational model is built around one principle:

Classified does not mean unaccountable.

​

Its work is often quiet, compartmented, and politically sensitive, but its purpose is straightforward: ensure GUARD remains secure, lawful, disciplined, and worthy of global trust.

Internal Integrity Investigations

SSIIC conducts internal integrity investigations when GUARD personnel, commands, divisions, facilities, or mission structures may be compromised by misconduct, corruption, negligence, coercion, infiltration, or abuse of authority.

​

These investigations may involve individual personnel, command teams, operational units, contractors, embedded national liaisons, or entire divisions.

SSIIC investigates matters such as:

    • Abuse of authority, unauthorized force, retaliation, unlawful detention, evidence suppression.

  • Command Negligence

    • Ignored warnings, unsafe mission approvals, preventable losses, reckless deployment decisions.

SSIIC distinguishes between honest failure and misconduct. GUARD personnel routinely operate under extreme conditions, and not every bad outcome is a violation. The purpose of an SSIIC investigation is to determine what happened, why it happened, who was responsible, and whether the issue reflects a personal failure, leadership failure, systemic failure, or hostile compromise.

A typical SSIIC integrity investigation may include:

Unlike investigations, command audits are not always triggered by suspected wrongdoing. Many are scheduled, risk-based, or ordered after major incidents to ensure GUARD’s command structures remain disciplined and accountable.

SSIIC controls XGUARD deployment authority because XGUARD operates in the shadows and carries significant institutional risk.

XGUARD may be authorized for:

PSIGUARD Scan Oversight

PSIGUARD is GUARD’s restricted psychic-intelligence and cognitive-security command. Because PSIGUARD operates near the most private boundary a person has — the mind — SSIIC oversight is mandatory.

SSIIC oversees PSIGUARD to ensure that cognitive-security tools are used only under defined authority, proper scope, and documented review.

​

SSIIC review applies to:

  • recruitment integrity screening

  • sensitive assignment review

  • directed threat verification

  • interrogation support

  • counter-psionic response

  • alien cognitive threat analysis

  • emergency deep-scan authorization

Director-Level Escalation

SSIIC provides a direct escalation pathway to the GUARD Director when an issue exceeds normal command authority or when ordinary reporting channels may be compromised, conflicted, or too slow.

Director-level escalation may occur when:

  • a senior GUARD leader is under investigation

  • a division may be compromised

  • XGUARD deployment carries strategic consequences

  • PSIGUARD emergency scan authority is requested

  • a major facility or Air Station is compromised

  • foreign intelligence penetration is suspected

  • alien or psionic influence may affect command decisions

  • evidence implicates Executive Leadership Council personnel

  • World Court or World Security Council notification may be required

  • public trust in GUARD may be at risk

  • immediate corrective authority is required

Escalation does not mean bypassing accountability. It means placing the issue before the one office authorized to act across GUARD’s full structure.
