Not much is known about Ms. Ultra.

The first time anyone had ever seen or heard of her as a hero was the day she showed up with the Champions of Oceania in a large battle against the Challengers super group. During that battle, she seemed very insecure in her powers and was seen to be very uncoordinated in her actions. When she did 'cut loose', her powers were amazing, such that in battle with the hero Major Deej, she hospitalized him for months.

She is a die-hard loyalist of Oceania and Governor Goldstein, and usually takes everything as a personal attack as well as an attack against 'her' people.
