In Washington state, there's an army of street gangs that operate within the state.  Each street gang is a gang made up of kids, teenagers and/or young adults not to exceed 50 members; more than 50 members constitutes its own entry under "Gangs".

The following is a list of known street gangs in the Seattle, Washington USA region in the MDU (and are not reflective, representative, nor associative of any existing or defunct gangs in the real world in any respective manner).

The Gutterline

Leader: Darius "Hound" Whitlock

Number of Members: 43

Location / Territory: Selected Rainier Valley and south Seattle street corridors, neighborhood commercial areas and vehicle-related criminal meeting points

Allies: The Riveters; independent street-level criminal associates

Enemies: The Neon Saints; The Northern Standard

Weapons of Choice: Pistols, compact shotguns, knives, clubs and improvised street weapons

Brief Description:The Gutterline is Seattle's largest street gang by active membership, operating through several loosely coordinated neighborhood crews involved in territorial racketeering, robbery, stolen vehicles, illegal betting and localized criminal enforcement.
Darius "Hound" Whitlock maintains authority through a combination of personal loyalty, calculated intimidation and a reputation for confronting rivals directly. Although Whitlock understands the importance of keeping criminal activities profitable and relatively contained, younger members frequently push for more aggressive territorial expansion.

The gang relies on the Riveters for access to stolen vehicle parts, mechanical assistance and occasional illicit equipment.
Its primary rivalry involves the Neon Saints, whose financial influence and connections frustrate the Gutterline's attempts to expand into more profitable criminal markets. The Northern Standard is also considered an enemy, particularly because of its perceived allegiance to a foreign power and its attempts to recruit or influence Seattle residents.

Despite their intimidating reputation, the Gutterline remains a neighborhood-oriented street gang rather than a citywide criminal organization.

The Keelhooks

Leader: AGunnar "Breakwater" Dahl

Number of Members: 28

Location / Territory: Ballard maritime-industrial corridors, Salmon Bay, Interbay and selected boat maintenance and fishing-service locations

Allies: Independent marine salvage contacts and waterfront fences

Enemies: The Undertow; The Riveters

Weapons of Choice: Marine utility knives, boat hooks, heavy clubs, compact pistols, shotguns and improvised maritime tools

Brief Description:The Keelhooks are a hard-edged maritime street gang with strong connections to Seattle's fishing, boat repair and small-vessel industries. Their principal criminal activities involve stolen marine equipment, illegal salvage, engine theft, equipment fencing and intimidation within portions of the working waterfront.

Gunnar "Breakwater" Dahl, a former commercial fishing crewman, commands the gang through personal loyalty, intimidation and a strict code of mutual protection. Many members have backgrounds in marine trades, dock labor, mechanical repair or fishing operations.
Unlike the Undertow, whose interests center on commercial cargo and waterfront business relationships, the Keelhooks operate closer to the small-vessel and marine-maintenance economy.

Their independence frequently brings them into conflict with both the Undertow and the Riveters. Dahl strongly resents attempts by outsiders to regulate his operations, making the Keelhooks one of Seattle's least cooperative criminal organizations.

The Neon Saints

Leader: Simone "Vesper" Vale

Number of Members: 24

Location / Territory: Selected Capitol Hill nightlife corridors, Belltown entertainment establishments and associated private venues

Allies: The Undertow; The Null Relay

Enemies: The Gutterline

Weapons of Choice: Handguns, knives, chains, bats, batons

Brief Description:The Neon Saints operate within Seattle's nightlife and entertainment economy, using social influence, financial pressure and carefully managed intimidation to maintain a profitable criminal network.

Their leader, Simone "Vesper" Vale, is a charismatic and sophisticated operator who built the organization through personal connections to club promoters, illicit gambling interests, nightlife employees and underground luxury markets.

The Saints specialize in extortion, blackmail, illegal gambling and stolen high-value merchandise. They prefer damaging reputations, exploiting secrets and controlling financial relationships over physical confrontations.

Their business association with the Null Relay provides access to stolen electronic information, while the Undertow helps move certain illicit goods. The Gutterline, however, resents the Saints' wealth and influence, creating an ongoing rivalry between street-level intimidation and socially connected criminal enterprise.

The Northern Standard

Leader: Malcolm "Standard" Rourke

Number of Members: 26

Location / Territory: North Seattle operating locations, scattered Puget Sound contacts and indirect connections to the Washington–British Columbia border region

Allies: The Null Relay (limited criminal transactions); sympathetic UCE-associated individuals and intermediaries

Enemies: The Gutterline; growing hostility from the Undertow; potential conflict with the Null Relay

Weapons of Choice: Concealable pistols, compact rifles, batons, combat knives and commercially available tactical equipment

Brief Description:The Northern Standard is an ideologically driven Seattle street gang whose members openly sympathize with the United Canadian Empire and the imperial ambitions of Emperor North. Unlike Seattle's profit-oriented criminal organizations, the Northern Standard considers its illegal activities part of a larger political and national mission.

Led by Malcolm "Standard" Rourke, the organization recruits from a small circle of committed imperial sympathizers, disaffected political extremists and individuals attracted to the UCE's promises of discipline, strength and imperial unity.

Its activities include propaganda distribution, theft of valuable materials, information gathering, criminal logistics brokerage and limited support for UCE-linked interests in the Pacific Northwest.
The Northern Standard maintains contacts near the Canadian border, but those relationships do not constitute territorial control or official UCE deployment. Its connections to the Empire are indirect, compartmentalized and deliberately deniable.

Rourke believes the organization is laying the groundwork for future recognition by Emperor North. In reality, the gang's usefulness to UCE interests depends on its ability to provide information and resources without attracting unnecessary attention.

This creates a dangerous internal contradiction: members consider themselves patriotic imperial auxiliaries, while the actual Empire may regard them as expendable foreign sympathizers.

The Northern Standard's activities threaten the established balance of Seattle's criminal economy. Its attempts to obtain shipping access have antagonized the Undertow, while its political recruitment and aggressive rhetoric have drawn hostility from the Gutterline. Its continuing relationship with the Null Relay could become especially volatile if the true purpose of certain intelligence purchases becomes known.

The Null Relay

Leader: Adrian “Null” Park

Number of Members: 17

Location / Territory: University District, selected north Seattle commercial locations, technology-oriented storage and resale networks

Allies: The Neon Saints; Northern Standard (limited business dealings)

Enemies: The Riveters (recurring disputes); potential conflict with Northern Standard

Weapons of Choice: Compact pistols, stun devices, collapsible batons, improvised electronic security devices and small edged weapons

Brief Description:The Null Relay is Seattle's smallest and most technically specialized street gang. Its members focus on stolen electronics, corporate information theft, illegal surveillance equipment, digital fraud and the resale of restricted or sensitive technological materials.

Led by Adrian "Null" Park, an exceptionally skilled but socially withdrawn electronics specialist, the organization relies on technical proficiency, secrecy and carefully selected business contacts rather than numbers or territorial intimidation.

Their criminal activities bring them into regular contact with the Neon Saints, who purchase information for blackmail and financial exploitation. They also maintain occasional transactions with the Northern Standard, although Park is increasingly uncomfortable with the organization's political ambitions and unexplained requests.

The Null Relay differs from larger cybercriminal organizations such as the Virtual Corsairs by remaining a small, locally rooted street-level criminal group whose operations frequently involve physical electronic goods and local contacts.

The Riveters_Street Gangs of Seattle_CHATGPT0.jpg

The Riveters

Leader: Elena "Torque" Salazar

Number of Members: 29

Location / Territory: Georgetown, SoDo, selected Duwamish industrial properties, scrap yards and industrial service corridors

Allies: The Undertow; The Gutterline

Enemies: The Keelhooks; occasional disputes with the Null Relay

Weapons of Choice: Industrial hammers, reinforced batons, heavy wrenches, compact pistols, shotguns and modified construction tools

Brief Description:The Riveters are Seattle's specialists in industrial theft, stolen machinery and illegal mechanical modifications. Their operations center around the workshops, equipment yards and industrial facilities of the Greater Duwamish corridor.

Elena "Torque" Salazar, a talented mechanic and former industrial equipment technician, runs the organization with strict expectations of technical competence and practical results. Members include mechanics, welders, vehicle specialists and individuals familiar with industrial equipment.

Unlike street gangs that rely primarily on intimidation, the Riveters gain influence by providing difficult-to-obtain machinery, parts and technical services to Seattle's criminal economy. Their ability to repair, conceal or modify stolen equipment makes them valuable business partners to the Undertow and Gutterline.

Their greatest disputes involve the Keelhooks, particularly when marine equipment or industrial salvage becomes contested property.

The Undertow

Leader: Marcus "Low Tide" Keene

Number of Members: 36

Location / Territory: Elliott Bay waterfront, select commercial docks, warehouse districts and freight-adjacent corridors

Allies: The Riveters; Neon Saints (business arrangements)

Enemies: The Keelhooks; Northern Standard (increasing distrust)

Weapons of Choice: Heavy-duty knives, clubs, compact pistols, short-barreled shotguns and improvised dockside weapons

Brief Description:The Undertow operates within Seattle's busy waterfront economy, controlling portions of the illicit movement of commercial goods through cargo handlers, warehouse contacts and corrupt intermediaries. Led by Marcus "Low Tide" Keene, a calculating former freight supervisor, the gang prefers quiet arrangements and profitable theft over public confrontations.

Keene maintains a carefully cultivated reputation for honoring agreements, provided his partners never interfere with his business. The Riveters provide mechanical services and equipment support, while the Neon Saints help convert stolen luxury merchandise into profit.

The Undertow's greatest rivalry involves the Keelhooks, whose independent maritime operations occasionally interfere with Keene's waterfront interests. More recently, the Northern Standard's attempts to obtain access to commercial shipping have raised concerns about foreign political involvement in what Keene considers strictly criminal business.
