In Pennsylvania, there's a lot of small street gangs that operate within the state. Each street gang is defined as a gang made up of kids, teenagers and/or young adults not to exceed 50 members; more than 50 members constitutes its own entry under "Gangs".

The following is a list of key street gangs in the Philadelphia ("Philly") region in the MDU (and are not reflective, representative, nor associative of any existing or defunct gangs in the real world in any respective manner)​.
DELAWARE REAPERS
Leader: Victor “Deadwake” Serrano
Number of Members: 29
Location / Territory: Pennsport, Whitman, Delaware Avenue backstreets, old riverfront warehouses, service alleys, and scattered safe locations along the Delaware River wards; operations extend throughout Philadelphia
Allies: None formally; hired by numerous gangs and criminal organizations
Enemies: None permanently; interference with an accepted collection can create immediate temporary enemies
Weapons of Choice: Compact pistols, fighting knives, hooked blades, short sickles, compact scythe-style weapons

Brief Description
The Delaware Reapers are among the most feared street-level operators in Philadelphia’s criminal world.
​
They do not primarily control drugs, freight, nightlife, or stolen property. Their commodity is enforcement.
​
Gang leaders, bookmakers, fences, criminal businesses, and other underworld figures employ the Reapers when someone needs to be found, pressured, collected from, punished, or made into an example. Their work ranges from debt collection and intimidation to asset recovery, locating fugitives, enforcing criminal agreements, and occasional contract killings when a dispute has escalated beyond negotiation.

The Reapers’ reputation comes from much more than physical intimidation. Members are unusually skilled at surveillance, tracking, following targets without detection, observing routines, stealth, urban navigation, intelligence gathering, infiltration, and close-quarters combat.

Running from them is often more frightening than confronting them.
Their unofficial doctrine is:
“The debt belongs to the Reapers until it is paid.”
​
Once they accept a collection, anyone deliberately interfering risks becoming part of that collection themselves.
FRANKFORD CROWS

Location / Territory: Frankford, Kensington, Harrowgate, elevated-transit corridors, alley garages, under-El service roads, rowhouse backstreets, industrial lots, and hidden neighborhood cut-throughs
Allies: Schuylkill Irons on a transactional basis
Enemies: Mummers’ Knives; Market Foxes
Weapons of Choice: Pistols, short shotguns, chains, tire irons

Brief Description
The Frankford Crows are Philadelphia’s hardest territorial neighborhood gang.
They thrive beneath elevated rail infrastructure, behind dense rowhouse blocks, inside garage alleys, abandoned lots, narrow service roads, and interconnected side streets where outsiders can become disoriented quickly.
Their economy includes garage burglary, stolen tools, motorcycles, dirt bikes and ATVs, vehicle stripping, package theft, stolen consumer goods, transit-corridor robbery, chop-shop support, and movement of property through neighborhood back routes.
Unlike the Market Foxes, the Crows rarely bother convincing a victim that they are harmless.
They want outsiders to recognize immediately when they have entered Crow territory.
MARKET FOXES

Location / Territory: Center City East, Market Street retail corridors, Old City, hotel districts, convention areas, transit hubs, tourist zones, nightlife spillover, and high-foot-traffic commercial blocks
Allies: Mummers’ Knives

Weapons of Choice: Compact pistols, small knives, stun devices, discreet improvised weapons

Brief Description
The Market Foxes are an overwhelmingly female, women-led theft gang whose greatest advantage is that victims frequently underestimate them.
The gang’s operational core consists of young adult women who use attractive appearances, fashion, charm, flirtation, apparent innocence, confidence, and carefully rehearsed social interaction to lower a target’s guard.
One Fox may engage someone in conversation while another removes a wallet. Another might flirt with a wealthy visitor while a partner obtains a hotel key, phone, access card, jewelry, or vehicle information.
Their specialty is social distraction followed by rapid theft.
Their operations include pickpocket teams, distraction theft, bag and phone theft, jewelry theft, hotel-lobby theft, convention and tourist theft, identity theft, fraudulent ticketing, shoplifting rings, package interception, and rapid resale of stolen consumer goods.
Violence is a backup plan rather than their preferred opening move.
MUMMERS’ KNIVES

Location / Territory: South Philadelphia, Pennsport, East Passyunk nightlife corridors, social-club districts, neighborhood bars, stadium approaches, parking areas, and game-day entertainment zones
Allies: Market Foxes

Brief Description
The Mummers’ Knives are a flamboyant South Philadelphia gang built around neighborhood loyalty, nightlife, gambling, event crowds, bars, private clubs, stadium traffic, and the criminal opportunities created whenever thousands of people gather with money in their pockets.
Despite their name and style, they are not affiliated with legitimate Mummers organizations. They adopted the imagery because South Philadelphia’s colorful parade traditions suited their own theatrical reputation.
Their criminal niche includes bookmaking, gambling collections, bar and event-space extortion, parking rackets, game-day theft, credential fraud, tailgate-zone shakedowns, and control of selected nightlife operations.
Members deliberately cultivate a loud, recognizable appearance. Whereas the Delaware Reapers benefit from disappearing, the Mummers’ Knives often want everyone to know exactly who just walked through the door.
SCHUYLKILL IRONS
Leader: Calvin “Rivet” Dorsey
Number of Members: 33
Location / Territory: Grays Ferry, Southwest Philadelphia industrial corridors, Schuylkill riverfront properties, rail spurs, scrap yards, fabrication sites, and the Navy Yard / Philadelphia shipbuilding-industrial district
Allies: Frankford Crows on a transactional basis
Enemies: None formally
Weapons of Choice: Pistols, heavy wrenches, sledgehammers, pry bars, industrial hand tools

Brief Description
The Schuylkill Irons are Philadelphia’s heavy-industry street gang.
Their membership comes from mechanics, welders, demolition workers, construction laborers, scrappers, fabricators, equipment operators, and criminals who understand exactly how much money exists inside industrial yards before anything ever reaches a retail market.
Their expansion toward the Navy Yard and shipbuilding district has sharpened their identity around Philadelphia’s surviving heavy-industrial economy.
They specialize in high-value metal theft, construction equipment, fabrication tools, welding equipment, contractor-yard burglary, copper and specialty metals, demolition salvage, machinery fencing, scrap trafficking, and theft from industrial storage facilities.
They generally target the secondary economy surrounding shipbuilding and manufacturing rather than trying to steal anything absurdly large or implausible.
