In Hartford, Connecticut in the MDU, there are a handful of townships which street gangs operate from. A street gang is a gang made up of children, teenagers and/or young adults not to exceed 50 gang members; more than 50 members constitutes its own entry under "Gangs".

Capitol Kings

BRIEF DESCRIPTION
The Capitol Kings are Hartford’s largest and most territorially focused street gang. Led by Andre “Regent” Mercer, the 41-member crew controls significant portions of Frog Hollow and the Capitol Avenue corridor through street-level narcotics, robbery, illegal gambling, protection, debt collection, stolen goods, and a territorial tax imposed on independent criminals operating within their area.

Recognizable by dark crimson, black, muted gold, and their distinctive crown-over-capitol-dome emblem, the Kings combine modern street-gang culture with a strong neighborhood identity. Their members closely monitor who enters their territory, which businesses cooperate, and which outsiders attempt to make money without permission.
​
The Capitol Kings are less specialized than Hartford’s other major gangs, but their size, local contacts, and ability to mobilize quickly make them the city’s primary territorial power.
​
Their core belief is: “Nobody wears a crown they didn’t earn.”

Parkville Iron
Leader: Victor “Torque” Salazar

TERRITORY: Parkville and nearby industrial-commercial corridors west of downtown Hartford, including garages, body shops, warehouses, storage lots, auto-parts businesses, commercial yards, and rail-adjacent properties.

ALLIES: The Underwriters; limited business with Railrunnerz

ENEMIES: No permanent enemy; recurring territorial friction with Capitol Kings

WEAPONS OF CHOICE: Compact pistols, revolvers, heavy flashlights, tire irons, breaker bars, pry bars, utility knives, hammers, and large hand tools.

BRIEF DESCRIPTION
The Parkville Iron are a 30-member Hartford street gang specializing in vehicle theft, chop-shop operations, stolen parts, repair fraud, insurance schemes, warehouse burglary, and temporary storage of stolen vehicles. Led by Victor “Torque” Salazar, the gang operates through garages, body shops, commercial lots, industrial buildings, and auto-related businesses throughout Parkville.

Recognizable by gunmetal gray, rust red, black, workwear tan, and their interlocking iron-P emblem, the gang dresses and operates like ordinary mechanics, tow operators, and industrial workers. Their members prize technical knowledge over street theatrics and often steal specific vehicles only after identifying the parts or buyers they need.
​
Parkville Iron's strongest criminal partnership is with The Underwriters, who manipulate claims and documentation while the Iron crew alters the physical evidence.
​
Their core belief is: “Everything comes apart.”

Railrunnerz
Leader: Jalen “Switch” Mercer

TERRITORY: Hartford Union Station, Asylum Hill, downtown transit corridors, parking garages, passenger pickup areas, bus and rail approaches, and nearby hotel and commercial zones.

ALLIES: The Underwriters; limited business with Parkville Iron

WEAPONS OF CHOICE: Compact semiautomatic pistols, folding knives, pepper spray, small batons, heavy flashlights, utility knives, bike locks, and other lightweight improvised weapons.

BRIEF DESCRIPTION
The Railrunnerz are Hartford’s most mobile street gang, operating around Union Station, Asylum Hill, downtown transit corridors, parking facilities, and passenger-transfer areas. Led by Jalen “Switch” Mercer, the 26-member crew specializes in passenger theft, vehicle burglary, luggage theft, stolen phones, courier work, transit scams, identity-document theft, and rapid movement of stolen property.
​
Recognizable by deep navy, steel gray, signal red, and their twin-rail-arrow emblem, the Runnerz favor lightweight clothing, compact bags, and fast transportation. Rather than defending conventional street corners, they exploit movement itself—stations, buses, trains, parking areas, rideshares, hotels, bicycles, and short-term routes through the city.
​
Their greatest advantage is speed. Stolen property often changes hands several times before a victim realizes it is gone.
​
Their core belief is: “Standing still gets you caught.”
​
Their strongest rivalry is with the Capitol Kings, whose territorial mindset directly conflicts with the Runnerz’ refusal to recognize fixed boundaries.

The Underwriters
Leader: Elias “Binder” Straker

TERRITORY: Downtown Hartford, insurance-office corridors, commercial buildings, parking garages, business hotels, administrative spaces, contractor-access facilities, and related professional-service environments.

ALLIES: Parkville Iron; Railrunnerz

ENEMIES: No permanent enemy; cautious transactional relationship with Capitol Kings

WEAPONS OF CHOICE: Compact pistols, folding knives, pepper spray, discreet batons, heavy flashlights, and improvised office tools.

BRIEF DESCRIPTION
The Underwriters are Hartford’s smallest but most unconventional major street gang, operating within the city’s insurance, administrative, and professional-services environment. Led by Elias “Binder” Voss, the 21-member crew specializes in insurance fraud, identity theft, claims manipulation, insider-access crime, document fraud, benefit schemes, commercial burglary, and exploitation of workplace credentials.
​
Recognizable by dark teal, charcoal, silver, white, and their distinctive fountain-pen-nib-and-shield emblem, the Underwriters deliberately avoid the appearance of a traditional street gang. Many members wear business-casual clothing, carry laptops or messenger bags, and maintain legitimate employment that provides access to records, buildings, and systems.

Their greatest strength is understanding what organizations trust: documentation, credentials, identities, claims, and procedures. Rather than overpower a system, the Underwriters manipulate it from inside.

Their core belief is: “Every system trusts something.”

Their strongest alliance is with Parkville Iron, whose vehicle expertise combines with the Underwriters’ documentation skills to create sophisticated insurance and title fraud.
