History

History

For the last 10 years, New York City's crime rate continued to grow, and along with it, its victims - mothers, children and innocents - killed while crime continued to go unchecked, especially when the city's political system was stymied in legal battles and payouts, making heroes in New York City just as criminal as performing crimes.  To step up the counter to the city's crimes were the concerned citizens that finally had enough - the vigilantes, notable 'The Justice Cadre'.

A band of like-minded citizens, loaded for bear with a variety of weapons and skills, decided to take matters into their own hands. Coordinating with several tech and social media geeks, crime was immediately announced to the patrolling Justice Cadre neighborhood 'watchers' and within minutes, these Justice Cadre folks would show up and deal their OWN form of justice, usually leaving the criminals shot, with broken bones and legs and most of the time, hospitalized. Sadly, this created a media storm that the criminal gang bosses and politicians used against the Justice Cadre neighborhood watchers. Although the Justice Cadre never killed anyone, they came close a few times, again, raising concerns over their vigilantism.  Just when it seemed like the Justice Cadre and its nearly 50 member team were actually making a difference, they had to go into hiding and literally went 'underground'.

While operating out of the city's sewers, they actually found an old 2nd-rate villain base in the sewers and decided to use it as their base of operations. Sadly, the Justice Cadre told a few homeless folks about it (so they could be safe), and as such, the homeless literally took over the base's grounds, changing the cadre's mission from crime patrolling to homeless shelter managers

Eventually, a vigilante called Chief Justiciar linked up with the Justice Cadre and through his leadership, was able to get the Justice Cadre back on the streets to do crime patrols (and vigilante justice as required!) by realigning many other volunteers to help with the homeless issue. As such, the sewer base was regained for use for Chief Justiciar's new team with several other vigilantes and the Justice Cadre, naming themselves as "Knightshift".

Today, the Justice Cadre continues to grow.  Senior Justice Cadre leaders, Lieutenants, are the ones geared up with full armor and weapons, leading between 2 to 6 other plain-clothed 'Justiceers" to aid in patrolling, spying and participating in some fights or used for crowd or criminal 'control'.  The Lieutenants are the ones with the skills to actually combat the criminals, while the Justiceers are being trained to be future Lieutenants.  The most important lesson the Lieutenants (and Knightshift) teach is to NOT kill unless it is actually a last resort.  To this day, the Justice Cadre still has a 'zero' kill rate...but with its new members being a lot more aggressive and empowered, it's only a matter of time before the zero kill rate becomes history.
