Prior to the infamous Baltic Force Raid (see History section of Exterminators page) conducted by CIA Secret Agent John Brown (AKA the current Major Invader) and his team in 1995 outside of Vilnius, Lithuania, the Baltic Force agent only known as Agent 451 had only been with Baltic Force for about 4 years. While working under Baltic Force, Agent 451 reveled in the executions and torturous actions performed on super-powered humans, aliens and creatures. Agent 451 disliked anyone that wasn't 100% human. Unfortunately for him, due to his extreme hatred, his supervisors kept Agent 451 on a tight leash for fear of him gratuitously killing the super-powered prisoners, rather than allowing Baltic Force's scientists from studying them and finding uses for the abducted and experimented-on super-powered captives of Baltic Force. As such, Agent 451 got into many heated arguments with his chain of command. Agent 451 demanded Baltic Force turn from 'science' and do more killings and use their fear to isolate super-powered beings rather than have the world adulated them. As a result, Agent 451 did not get promoted beyond the rank of Agent, regardless of his exemplary hunting, capturing and killing skills be flawlessly performed time and again.
In 1995, when Baltic Force was raided, Agent 451 had followed Director 8 to the dungeons to help the Director kill all the abducted super-powered beings imprisoned in the catacombs. Instead, Agent 451 was shot and wounded severely by Secret Agent Brown's invading team. There, from the stairs that he'd been shot on, Agent 451 saw the whole exchange between Secret Agent Brown and Director 8 including Director 8's violent death performed by Secret Agent Brown and his shot that went between the Director's eyes. As Agent 451 attempted to pull up a weapon to kill Agent Brown, Agent 451 saw that Secret Agent's Brown recognized Director 8 as his son when hDirector 8 was unmasked. Before Agent 451 could muster a killing shot against Secret Agent Brown, Agent 451 was kicked unconscious by one of the now-escaping super-powered individuals trying to escape, running up the stairs.
When Agent 451 awoke, Secret Agent Brown, the dead Director 8 and all the caged super-powered beings had long gone and escaped. Agent 451 crawled up the stairs back up to an emergency escape rocket that was to be only used by the Director. Knowing that the Director was dead, Agent 451 stole the rocket and flew it out just as the base exploded. The rocket was pre-programmed to jettison the occupant over a secret Baltic Force cave location, where Agent 451 parachuted down to safety in the middle of the night. This same location is where a contingent of Baltic Force troopers and scientists that had been delayed returning to the now-destroyed base outside of Vilnius went to immediately after they'd stripped the destroyed site of any and all remaining intact equipment and plans that had been vaulted in the now destroyed base. At the cave, the man who took command of the convoy of Baltic Force trucks (and would soon become the new Director 9) saw Agent 451 at the cave's entrance and automatically believed him to be a base commander, having Agent 451, now Director-designated as 'Commander', order the men to set up shop. Believing that 'Commander 451' was one of the few remaining senior officers left, the man who'd soon become Director 9 placed a ton of trust and actions on him to help get the base operational and to ensure they all remained uncaptured in the process, which 'Commander 451' did to the letter (of course after quickly finding the cave's commander's office and uniform (the cave commander had been at the Vilnius base and died along with the other's at the raided base)). To that effect, Agent 451 become the base commander literally overnight.
The cave was an old copper mine where the remnants of Baltic Force converged and tried reforming. Commander 451 was promoted to 3rd in command (and now called 'The Adjutant') by the new 'Director 9' shortly thereafter. Director 9 was a great logistician, but a terrible leader. Nonetheless, Director 9 quickly found old abandoned East German STASI police and military bunkers to hide away in. Over the next four years, Director 9 was able to get nearly 30 billion Euros of equipment, resources and funds and recruit an additional 300 troops for what he still called "Baltic Force". No super-powered abductions, killings or anything of the sort were allowed until they could set up their new base, a new operations system and a new black market in selling super-powered body parts, powers and experimentation results. Although Agent 451 AKA 'The Adjutant' was unhappy with their direction, he patiently waited, for he knew that one day soon - he'd be in charge.
In 2000, the alien Soltan Empire invaded Earth.
Although the remnants of Baltic Force weren't powerful enough to take on aliens, true to their mantra, they did. Baltic Force's 400+ troops by that time were credited with killing thousands of alien Soltan soldiers, leaders and creatures. Director 9 died in one assault, leaving their 2nd in charge as the new Director 10. He died three weeks later leading a charge on a Soltan barracks. Just as Agent 451/The Adjutant was to be the next Director, the Soltans found the remnants of Baltic Force's new hidden bases. The Baltic Force troops scattered and ran for the hills. Nearly half of their hidden sites were now bases for the Soltans. Agent 451/The Adjutant was a man with no one to command...that is, until the super-powered beings of earth teamed up and kicked the Soltans off the planet by the August of 2000.
In 2001, word got out that once again remnants of Baltic Force were reforming. Agent 451/The Adjutant had taken on a job as a construction worker by day and a security guard by night to make ends meet. When he arrived at one of the rumored meeting places, he met dozens of those he'd worked with in Baltic Force. Just as he was about to say that it looked like he was to be the next direction, a new Director 11 walked in. Agent 451/The Adjutant had no idea who he was (since all Director's wore their masks at all times), but Agent 451/The Adjutant knew he was to be the next director rather than this loser. He challenged Director 11 for leadership only to be shot three times by Director 11.
When Agent 451/The Adjutant woke up, he was in a prison down deep underground in a cave. While recovering from his wounds, he discovered that he'd not only been betrayed, but lied about. The new Director 11 accused Agent 451/The Adjutant of being a spy for the CIA. That same Director also had several others executed for supposed spying as well. When Agent 451/The Adjutant's wounds were healed, he was to be 'interrogated' by the new director to find out who he was working for. Days later, the interrogation began. Within minutes, Agent 451/The Adjutant deduced that Director 11 was nothing more than a paranoid schizophrenic with delusions of power and control. During the interrogation, Agent 451/The Adjutant killed Director 11 with a sharpened spike of metal from his ancient hospital bed. Agent 451/The Adjutant was quickly subdued and re-imprisoned.
Days later, the new Director 12 arrived at Agent 451/The Adjutant's cell. The new Director 12 actually 'thanked' Agent 451/The Adjutant for killing Director 11 since he also knew that Director 11 would have been nothing more than a cancer to their operations. Agent 451/The Adjutant was promptly released and placed as the new number two in the leadership as Executive Director.
At the end of that week, Director 12 stated his 'mission plan' to the remaining Baltic Force troops (now less than 200 due to mass desertions and executions from Director 11). At the meeting, Director 12 said they'd change their whole operational paradigm to that of a scientific lab company that would secretly steal biological and blood samples from super-powered individuals and process them for sale on the black market at the highest monetary gain. Many at the meeting voiced their dissatisfaction, however, Agent 451/Executive Director stayed strangely silent. The troops demanded to go back to killing 'capes' and wiping them out once and for all. Director 12 then stated that any who oppose him and his plan would be killed on the spot, as four of Director 12's guards leveled their weapons across the table at the troops.
Just then, Agent 451/Executive Director stood up and surprisingly started supporting Director 12.
As Agent 451/Executive Director walked around the table discussing the merits of Director 12's plans, Agent 451/Executive Director stabbed Director 12 in the back and shot each of the four guards. When he was done killing the guards, he went back to stabbing the dying Director 12 dozens of more times before the remaining leadership. When Agent 451/Executive Director was done, he stood over Director 12's corpse and bellowed that enough was enough. Director 11 was crazy; Director 12 was a dumb businessman, but now he, Agent 451/Executive Director, would be the new Director 13 and that his first action was to start the planning for the extermination of all 'capes' and 'supers' on Earth. With a resounding cheer and applause, Agent 451/Executive Director became the new Director 13.
Within a week Director 13 rescinded Baltic Force's old name and replaced it with a new group name that his own troops voted for:
Over the next year, Director 13 recruited and recruited, all the while setting up his new four units and their leaders. He also set the plans to make the world know that "The Exterminators" meant business by orchestrating a synchronized butchering and murder of 40 super-powered people, their relatives and their children that he'd discovered in Europe. His methods were considered barbaric by the rest of the world, however, it only grew his ranks more with those that hated super-powered beings and the fear of what they represented. By 2010, the Exterminators were a worldwide threat, killing hundreds of abducted supers and 'capes' and leaving their butchered bodies in public locations for the world to see. With a brainwashed mutant who could see the short range future, Director 13 was able to know in advance when he'd be attacked and/or raided, and used that intel to constantly befuddle the authorities and world leaders. G.U.A.R.D. and many super-powered groups (and even some villain groups) joined in to hunt down and defeat the Exterminators, only to fail again and again.
Director 13 is considered to be the most ruthless, evil and influential leader ever for the Exterminators (or Baltic Force). He is also the bane of the rest of the world and especially the super-powered beings of Earth.
Director 13 is cold, calculating and a great leader of his men and women. He treats his troops and leaders with respect, however, if someone is found to be a spy or doesn't follow orders, they get treated worse than the captured, dissected and tortured super beings. He is tactically brilliant and has contingency plans and escape routes for every possible outcome. He will go out of his way to kill a super being, however, it isn't his 'white whale', so to speak. He'd rather rebuild a base and troops in order to kill even one super being. His is in good health and is equally spry as he is tactically agile.
